THE Australian Securities and Investments Commission has started Federal Court civil penalty proceedings against Queensland coal producer Terracom, its managing director Daniel McCarthy, chief commercial officer Nathan Boom, former chairman Wal King, and former director and deputy chairman Craig Ransley.
